István Stumpf

Government Commissioner responsible for model change of Universities, Prime Minister’s Office; former Constitutional Justice, Constitutional Court of Hungary; former Deputy Prime Minister, Budapest

István Stumpf was appointed for a term of 2 years as Government Commissioner responsible for model change of Universtities in February 2021. He served as Constitutional Justice at the Constitutional Court of Hungary (from July 2010 to July 2019). Previously he was the Founding Director of István Bibó College at the University Loránd Eötvös in Budapest (1982–1988); he also founded Századvég Foundation, the first Hungarian think-thank institute and was its Director for two decades (1991–1998, 2002-2010); he was the Deputy Prime Minister leading the Prime Minister’s Office between 1998-2002. He holds university degree in law, sociology and PhD in political science. He spent years in the USA as a German Marshall scholar and IREX scholar (Harvard University, Kennedy School of Government, and GWU, Graduate School of Political Management). Justice Stumpf has been a Senior Researcher at the Political Science Institute of the Hungarian Academy of Sciences since 1987; an Associate Habil. Professor at the Political Science Department of University Loránd Eötvös Faculty of Law since 1997, and at the Faculty of Law and Political Sciences of István Széchenyi University since 2013. He became from associate habil. professor to full time professor at Széchenyi István University, Ferenc Deák Faculty of Law. From 2019, He became private professor of The Eötvös Loránd University, Faculty of Law. He is a senior research professor at National Civil Service University, American Studies Research Center (since 2018). He is a member of several academic associations and editorial boards, and the author and editor of numerous articles and books in the field of political socialisation, parties and party systems, electoral systems and behaviour, constitutional and governmental structures and separation of powers.
